Auburn Municipal Civil Service
Meeting – 2/05/2004  Minutes
The meeting was called to order by Comm. Camardo  at 11:00 am.  Sec. Fulton took the roll. Present was Comm. Camardo and Comm. Brennan. Comm. Welch was excused. Also present were: John Salomone, the City Manager; William Lupien, Supt of Engineering Service; Tom Gabak, President of the local CSEA union; Keith Barnes, CSEA labor relations specialist for this region; Jeff Brown, City of Auburn employee.
Approve the minutes of the meeting held on  1/8/04.  Motion to accept made by Comm. Brennan, seconded   by  Comm. Camardo. Motion carried 2-0.
New Business
Letter was  presented to Commission by Tom Gabak representing the Local CSEA union. The letter addresses the issue of prolonged out of title pay. The City Manager was not given a copy of this letter so he had no time to prepare his statement of his views. Motion made by Comm. Camardo to table this discussion until the March 2004 meeting to give the Manager time to review and present his views to this Commission. Motion seconded by Comm. Brennan. Motion carried 2-0. Copy of letter to be sent to Mary Carli,  consultant for the City of Auburn from the New York Sate Civil Service Dept.
Old Business  
1. Engineering  Dept.
a. The Supt. of Engineering Services, Bill Lupien, had presented two new specs to the Commission for review. The City is looking to hire 2 positions to do the inspection section of the Capital Improvements Projects which the City has undertaken and is paying contractor fees to do the inspections. The Secretary to this Commission will also look into if temporary positions must follow the contract wording of the City of Auburn as to be city residents. Also if a temporary positions such as these can be stacked back to back jobs or if the dame people can be appointed to subsequent inspection projects. The City Manager, also present, wishes to have these positions as temporary not permanent positions as the inspections to be done are for very specific projects which  will last for no more than 18 month per project. After reviewing the job duty statements the Commission has made the decision to title the temporary positions, Engineer/Inspector and Resident Engineer.  Motion to accept these titles  was  made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 2-0.
     b. A new job duty statement was presented by the City Manager and Bill Lupien  requesting that the title of Bruce Ross’s current position be changed to Project Engineer. Mr. Ross performs a dual function as to include the current industrial pre treatment coordinator duties and engineering projects. Thus the new title request. The job duty statement will be forwarded to Mary Carli for a decision as to whether the tests  that Bruce Ross has taken will be comparable to this title. Motion to table the decision for this title change until the March 2004 meeting as made by Comm. Camardo and seconded by Comm. Brennan. Motion carried 2-0.
Code Enforcement Dept.
Decision  has been reached by the City and the union as to the salary for the reclassified title of Secretary . The decentralized exam will be held on March 13th  2004 to fill the vacancy which currently exists in this dept. Minimum education requirement will be high school  diploma or equivalency diploma.  The salary will be grade 9 in the CSEA scale for a 35 hour work week.

City Clerk Dept.                
Decision had been reached by the City Manager and he has asked to cancel the upcoming exam for Dog Control Officer.  The current officer is due to retire soon and the City has made the decision to contract this work.  The City Manager will present this commission with a memo stating the City’s position.
Also, Cayuga County civil service was contacted as to whether the county contracts BOCES to handle the computer data entry for the Information and Technology parts of computer exams but the county stated that they do not contract this work but handle the input themselves at the county civil service office.
